Why pick out a singular test version of a vehicle we have plenty of already, while at the same time denying the reasonable addition of a new vehicle, with the exact same specific thing you want from the first

You might get your F/A-18C with AN/APG-79 later on, but there is no reason to expect a F/A-18C with AN/APG-83 just because they test fitted one on a F/A-18C once
