It is. There might be some tree suggestions, still active and commentable or old forums might have suggestions more popular. But the F-14D suggestion had 524 comments before it got passed to devs.
I am counting the comments on the suggestion topic and comparing it to other suggestion topics for different vehicles
Also what about giving Su-27SM3 the R-77-1 and pushing it to 14.0?
And SepV3 and Leo2A4M still had more (that were passed to devs too).

Thanks. Let me edit my comment. It should still be the largest single aircraft suggestion thread, and in that list surpassed by Canadian Leopard with comments after it was shown on the dev server.
Another interesting point is that both SEP v3 and F-14D are dropping in this update and caused more questions than applauses.
