The only tanks I can think of that were allowed to have non-operational systems are the Radkampfwagon, which is now old and no longer representative of dev intent, and the TOG II*, which is an event vehicle specifically made to not reappear.
Otherwise, the rules for tanks seem to be only operational equipment is represented.
They are not the same as aircraft, where weapons may be given to unarmed prototypes when plans existed to fit them and the performance of those weapons is known from operational use on other aircraft.
They are also not the same as ships, where unfinished/non-operational vehicles are allowed when major contruction work( keels laid, engines/boilers/turrets manufactured ) prove that design documents are close enough to the performance of the real vehicle to have justified starting manufacturing.
Of course, the forum suggestion section is not representative of the actual rules for vehicle inclusion. But that 's not new news by any stretch.

I wont start because i know your already sick to death of it. But you said the yack 141 was a functional aircraft and all its weapons existed, this is the same as the EAP, it flew and its weapons existed. It didnt have a radar but the yack 141 didnt have irst? We make the assumptions and yet we dont for some?
Dont add the EAP, fine. just please be a little more consistent so we at least know the rules. A hard set of rules would stop most arguments about additions.
