MiG-23-98 never truly existed. There is no proof it was ever fitted with a upgraded radar and hmd or the capability to guide/update the R-77 with its older radar.
As far as we know it was just a MiG-23 that was dressed up pretty and they mounted some missiles for photo sake. The R-73 should be compatible though, as the MLD could also carry and fire this weapon.

He’s referring to the fact that multiple Israeli vehicles (Merkavas mostly) came to the US tree as event vehicles and premiums before the independent Israeli tree was added

Just because it hasn’t been leaked doesn’t mean it doesn’t exist.
The reliable leak lists usually only contain 80-90% of an update’s vehicles. More often appear on the Dev server.
Be patient. Every update these days has at least one vehicle for each nation minimum.
