An IR missle can not pretty much be an ARHM
with a range of 28kms is very much an ARH already lol (python 5)
actually there are some versions of some missiles that have Active initial phase and IR terminal.

but they would probably be less efective than an actual ARH AAM that has both initial and terminal guidance via radar.
