Per Gordon and Davison, the first batches of the Su-27 were designated for the Air Defenses (PVO) before the VVS (tactical aviation would get them).
This came from the 1982 batch, and the Su-27P, which is slightly different than the S (P had Air Defense datalink like MiG-23ML, was not built with A2G capability), was produced and entered service first. If you don’t understand that, that’s fine, I could care less. Su-27S came after.
If this is how they’ll be implemented, I’m hoping Germany’s fighter is the Su-27.
