They might as well, it has barely more penetration than 3BM60 so it wouldn’t make a difference.
3BM59 is around equal to M829A1.

Incorrect. Flares on the F-15A are proof it is an MSIP aircraft, which fielded the AN/APG-63(V)1 from the 90s.
The AN/APG-68(V)7 on the F-16C is from the late 80s.
The APG-63 series is also significantly larger, meaning it requires more power but can be much more accurate and powerful.
