they are kind of considering that for Nuclear Escalation gamemode plan

Further plans include, but are not limited to (there is no guarantee that all of this will be implemented):

• Moving Escalation to other existing locations.
• Developing the mode for earlier eras of aviation (the 1960s and 1970s).
• Creating a new location specifically for Escalation.
• Airfield recovery and capture mechanics
• Use of helicopters in this mode
• Player-controlled ships and air defence systems (in the longer term)

The devs dont care about heli pve. It will never be fixed or even improved at all

honestly neither the community care about heli pve, until FnF got added and massive swarm of them went there after JAGM, LMUR, and CM-502KG added to the game (and still playing it even after unlocking it just to spade it just go play GRB ffs if you slinging full FNF)

like, before those top tier FnF get added most of the time in heli pve just filled with either squad Z-10A, Ka-50, some fellas that just got Mi-24V, that’s it. It was rarely filled with AH-64D or Ka-52 or any major top tier TT helis, occasionally could find AH-60 but now they even rarely found flying around.

They actually did fix the ATGM shoot down bug.
Like the rest of the PVE games, they just need to decompress the BR/tier brackets.
