yes you can but only from the Battle pass in a specific case
I made this big long post but then was unable to post it and gave up. TL:DR, there’s plenty of cool skins that are locked behind the GE wall but it’s not nearly as bad as OP is making it out to be. Feel free to check for yourself it’s pretty obvious. Mind you I’m playing on PC, it might be different on console and there’s a chance that OP may have overlooked the progress bar on some camos and only seen the GE Purchase price and thought they were completely paywalled when in fact most can be unlocked via grinding.
US has the largest variety of camos up to 18 (excluding marketplace skins), example being M60A2 with 18 camos available with 5 only attainable with GE purchase.
It would appear brittain has it the worst with 60-70% of their camos being paywalled.
Copy paste chinese vehicles only get 3 choices: standard, winter and paywall, but unique chinese vehicles have greater variety but about half the choices are paywalled.
Germany, Russia, Italy, France, Japan, Sweden and Israel have 25% to 50% of camos paywalled and it varies from Rank. Also the domestically produced vehicles tend to have different camo variants than the imported vehicles for obvious reasons.

Does that account for the copy paste skins, like all the German tanks getting the same strips and dots on all their tanks.
thats universal for all nations I think, most tanks for the us have the tropical skin and tricolor/bicolor camos
Yes it does, very few tanks get unique skins for GE, for most nations those copy paste skins are broken up by different ranks, and as mentioned above, nations with imported vehicles or subnation tech trees have different skins but essentially all of them are copy paste. Italy rank IV-VIII is basically: Forest, Desert, Winter and a Special GE multicolour variant, even for the Eastern and Wester Tanks.
The US is unique in that they Get something like 5 desert camos, 4 forest camos, 1 winter camo and an Extra GE Winter Camo for nealy all of their vehicles. The Higher Tier US tanks have 5 additional MERDC Camos with one available to grind and the rest paywalled behind GE, it’s really only rank VII and VIII that have less than 10 camos. France gets a unique High tier camo also for GE.

I got all but maybe the unlockable camo’s for the lvt if that helps think its like 8-10 of them
GJN items are all users skins, they’re all made by individuals not Gaijin. I don’t think it’s fair to count those as there can be no user skins for some vehicles, or heaps of user skins for specific vehicles depending on how famous, or active a specific vehicle was in history. Then there’s all the non-historical skins which are in even greater numbers. I wouldn’t expect any user generated content to be available in game from free, ate least I wouldn’t complain about it, not when you can mod user skins into the game for free (on PC anyway)

Maybe there can be a middle road between free and this, and not have them be in RNG boxes that you pay the snail for, and then keys bought from the snail to get random items and to sell on the snail marketplace in a currency you bought from the snail and then they still they a cut from it on top.
You have a chance to unlock random camos in pages of history events, that includes GE, GJN or standard camos, it’s the only reason I do the pages of history event. Also, you don’t need to buy skins in loot boxes, you can buy any skin you want directly from the market place. Sure some of the skins are hugely expensive but at the same time they have no material impact on the game. Admittedly, free stuff is great, but seeing as we’re not actually entitled to anything i don’t see why there would be a ‘middle road’.
Having things actually be affordable isn’t about being entitled to anything, having people engage with the market and have currency flowing around is beneficial for snail, but I wouldn’t expect them to know a thing about that.

yea you can get them from a crate that gives 1 of 3 vehicles but only if you already have all 3 of them
For those interested in trying to get themselves some GE for “free” you can always try your skill/luck in some tournaments. Many of them have GE as prizes :)

Alternatively you can write articles on the Wiki and get GE as well as other rewards (including skins) if your articles get approved :)

If the paywall vamos were special or something, I wouldn’t even mind.
But I find it outrageous that most of the baseline historical camos are locked behind paywall.
For example- why on Earth are tricolor CARC camos locked behind a paywall on modern NATO tanks? want your tank to resemble a service vehicle remotely? Pay every time.
Unbelievable. The historical camouflage of German Leopards, French Leclercs… same goes for the modern Green camo for Japanese tanks, etc.
These should be default on the first place- but since they are not, at least they should be unlockable… but no. Pay or nothing.
