Background History
Originally designed for air superiority, the F-16 Fighting Falcon evolved quickly into an successful all-weather multi-role fighter. In 1993, General Dynamics sold its aircraft manufacturing business to Lockheed Corporation, which became Lockheed Martin after a merger in 1995 with Martin Marietta.
The Peace Carvin program refers to a series of Foreign Military Sales agreements between Singapore and the United States for the acquisition of F-16 fighter aircraft by the Republic of Singapore Air Force (RSAF). The program began in 1985 with Singapore’s order of eight F-16A/B Block 15OCU aircraft under Peace Carvin I, intended to replace the aging Hawker Hunter fleet. Deliveries started in 1990, with the first F-16 arriving in Singapore. These aircraft were powered by Pratt & Whitney F100 engines and initially stationed at Luke Air Force Base for pilot training. The RSAF later leased nine additional F-16As from 1993 to 1996 for further training.
Peace Carvin II was initiated in 1993, with Singapore ordering 18 F-16C/D Block 52 aircraft, including a replacement for two F-16A jets involved in a mid-air collision. This decision was made after considering competing aircraft from Malaysia, ultimately opting for the F-16 based on price and capabilities. The aircraft were equipped with advanced weapons and systems, including AIM-120 AMRAAM and AGM-88 HARM missiles.
To address training needs, Singapore leased 12 new F-16C/D Block 52 aircraft under the Lease & Buy agreement, with an option to purchase. This expanded training opportunities at Luke AFB, where the RSAF trains its pilots under Peace Carvin III.
Under Peace Carvin IV, announced in 2000, Singapore acquired an additional 20 F-16D Block 52 aircraft with advanced electronic countermeasures. All these aircraft were delivered by the end of 2004, further strengthening the RSAF’s fighter capabilities.
In 2014, plans were announced for upgrades of 60 F-16C/D/D+ of the RSAF.

Armament of the F-16D+
The upgrades that were made included AN/APG-83 AESA radar, NAVFLIR pod, AN/APX-125 IFF, improved ECM suit, CFTs, JHMCS, new air-to-ground armament capabilities and the integration of Python-5 missiles.
According to further reports, the integration of AN/AAQ-33 Sniper ATP is planned for the future; currently, targeting is done via a LITENING targeting pod. It is unknown whether a MAWS was also installed; there are rumors about this, as well as two sensors in the back part of the spine, of which the function is unknown.
