It is not a bug, from 800mm (on the best armoured part of the hull) to 650mm… I doubt that was a bug even they said it is not a bug: Community Bug Reporting System

Btw, what happened is that the add-on armour is made of 3 parts, they nerfed all of them to be just 0.825x KE:

The same MEXAS-H add-on now has two different KE values, just to match TVM’s prototype armour level.

They manually adjusted the values for it.
Note how the group “heavy_ufp_screens” dictates a KE modifier of 1.3 which is then overriden by a newly added line of code on each individual part with 0.825 KE

he added + in the bug report so it should come in one of the versions after 0.3 not next one
