The black&white view means that for you “no” in a poll is always a hard “no” regardless of what the poll was about…
We are not talking about voting for/against anything permanent or gamechanging. We are talking about a test. A simple test which will be followed by another poll…

The vote was for testing. The results were for no to testing. Therefore, no test.

Excactly, thats what it means for me.
If they would have worded it like that:
“Do you approve if we put our recources into testing APHE spalling? If we get an approval rating of 40% or more we will go through with the test.”
Then everything would be fine. But they had yes or no vote.
Imagine if the vote was slight yes majority, but they would say “no we wont test it, because only a bit more than half the players approve of the test , so not worth putting effort into this”.
Players wouldnt be happy about that either.
