To be fair self-moderation implies that all parties involved actually do it.

Yes. But i think thats where Gaijin thought the flagging would come to play. But it appears that flagging really doesnt work. Either because those who are supposed to act upon the flaggings doesnt do their jobs, or becauase the flaggings are used in ways they were not supposed to (e.g. flagging posts you disagree with), causing an overload of posts flagged.
