The mig-25 was under the jurisdiction of the Japanese defense agency the whole time it was there. Japan allowed U.S officials to examine only, eventually they also allowed alongside Japanese officials to disassemble it and look at it but the plane was in the control of the defense agency.

Soviets got one after Saigon fell, and flew it out against the 21bis and 23M, handily beat the 21 most times iirc
