the feature was already implemented… several spaag already had it for years, by that rule they could have classified the 2s38 as an spaag and gave it irst anyways…
there is a difference between spaa leads and ifvs lead, that you can recognizue that shows how lost you are.
Besides that yes the 2S38 is an spaa originaly but russia had to get extra portions once again, since an spaa premium would have been a precedent to give other countries spaa capable premium vehicles as well, but no only russia gets sth like that. And even then similar stuff, look at AHEAD they didnt even bother fixing it for the KF41.
And the proxy fuze capability of 2S38 is debatable in the first place as well in the first place
