A versatile reconnaissance aircraft, light bomber, and attack aircraft was developed at the Kharkov Aviation Institute under the direction of I. G. Neman in 1936. The design featured a single-engine, all-wood cantilever low-wing configuration, adhering to traditional aerodynamic principles. The crew comprised two members: a pilot and a navigator.
The initial prototype of the aircraft, designated KhAI-5, took to the skies in June 1936. Although it exhibited lower performance metrics, it triumphed in a competition against an alternative reconnaissance aircraft, the Kochyerigin R-9, leading to its acceptance for production under the military designation R-10, where βRβ stands for razvyedchik, meaning reconnaissance in Russian. At the time, it represented a contemporary design. By early 1940, a total of 493 R-10 units had been produced at the aviation plants in Kharkiv and Saratov. The first series encountered several initial issues, which culminated in the arrest of Iosif Nyeman by the NKVD on December 11, 1938, on charges of sabotage and espionage, a frequent allegation during that era.
Eight examples of this aircraft were delivered by the Soviet Union to the Aviation School in Kuldsha, in 1939, these aircraft werenβt formerly ordered until Jan 11th, 1940. the aircraft was used to train radio communication and Gunnery. In Chinese records, they would be designated βP-10β. it is presumed that any aircraft did not survive the Sino-Japanese War
