U might want to play Air RB at around BR 4.0 and you will notice that gaijin has for ages ai kamikaze planes. On Pacific maps like Iwo Jiima you see a lot a D3A Vals pretending to be kamikaze aircraft, their destruction is even mentioned as mission goal.
I never analysed their effectiveness - so if you want to follow this path you should evaluate the effects of ai planes before you think about players getting involved.
Besides that: Anything even remotely connected to player suicides as part of a regular game play is a direct threat to the PG 12/13 rating of war thunder - so there is no incentive for gaijin even considering this idea.
There’s a possibility of censoring the OHKAs. Maybe removing the cockpit. I think that’s the most likely possibility, considering that these types of kamikazes already look like missiles.
