GAIJIN does not allow only models or drawings to appear in the game. But if the production has already been completed (depending on the degree of completion), it can appear in the game, just like the E100.
Obviously, WZ111 can appear in the game according to this degree of completion.

If people and Gaijin are fine with Japan keeping Ho-Ri because it’s needed for the TT, I don’t see a reason why this one should be any more problematic.
There are plenty of suggestions accepted, meaning they do fit and is under the suggestion rules of no papers or fictional vehicles that is required to any suggestion post, my favorite example is Object 299, which not only the chassis wasn’t done to house the whole system, the turret and most of the other plans for the modular platform wasn’t done by the time it was cancelled. The main barrier is requirements needed by developers such as Object 640 with no known footage of live shooting and etc.

Yeah it should be added a s normal TT vehicle. This heavy tank situation is even worse with sweden. Technically there is 2 finnish heavies (both premiums, one in the swedish one in the german tree) and the kungstiger. But they are all premiums and unobtainable.
Then we have the Kranvagn which is in a sinilar situation than the WZ with a hull built without a turret.

Was a unique part part made for it? If so falls under “incomplete prototypes” and is a valid addition. However if everything ment to be used with it was used on other things then it is not.
The drawing car is not allowed to come out. But if a part of the production is completed (the specific completion is not clear, but it should not be less than 50%), it can be produced. GAIJIN has made it clear.
