Was a unique part part made for it? If so falls under “incomplete prototypes” and is a valid addition. However if everything ment to be used with it was used on other things then it is not.
The drawing car is not allowed to come out. But if a part of the production is completed (the specific completion is not clear, but it should not be less than 50%), it can be produced. GAIJIN has made it clear.
The gun and hull. I’ve heard claims the turret was also built but never mounted, but I’m not sure how true that is — regardless, unique parts were manufactured.
