Even if you have the setting to display RWR detection from friendly players set, it seems that sometimes the detection disappears completely every time you start the game.
In that case, open the settings screen once and re-select “ON” and it will display normally.
I’ve experienced this many times myself. I plan to write a bug report once I can take a screenshot that reproduces this issue.
