Germany got a premium Tornado. Italy got a premium F-104. Britian meanwhile got the Bison. You tell me which is better.
But that’s digressing from the topic at hand, that only Britian has received an upgraded Tornado despite Italy and Germany both being more lacking for CAS at the BR.

Though Id rather use the Gripen C or Harrier Gr7/AV-8B+ in either the Italian or British TT over the GR4 at the moment. its not worth running in GRB. Not in its nerfed state

Mirage F1, plane that is by many considered a boat FM with strong defensive suite and with 2x Magic IIs at 12.0 is considered as a plane that offers you two free kills when facing planes in downtier as well as on its own BR.
So how plane with similiarly boaty FM and similiarly strong defensive suite but with two MUCH better missiles wouldnt ruin the 10.7/11.3 range?
Even compared to the exact same FM with only 9Ms (and a few other upgrades which have a debatable impact on BR) is 12.3

The f1C is a bit of boat but its still better than the tornado
The Gr4 does wierdly well at hte moment, as in the uptiers, there are far fewer base bombers and everyone forgets that there is a Tornado with 9Ms and so they defend as if its a 9L . Also unlimted (essentially) CMs is rather nice (though BOL needs fixing)
But it definetly needs buffs

Because it perfectly shows Gaijin’s inconsistency- the GR.4 gets AIM-9Ms, BOL, 480 more countermeasures, and Brimstones.
The RET.8 gets none of these.
Not even simply its 9L(I)s, MAWS, and Lizards.
It got MAWS last major update. Along with the extra flares that comes with the Boz EC, they can run 100 mixed LCMs each. So with 1x BOZ EC and 1x BOZ you actually have a very respectable CM loadout for 11.7 (128 large flares and 600 large chaff with all-aspect MAWS)
Aim-9Lis were probably withheld for the purpose of keeping it at 11.7 and not bumping it up to 12.3. Especially without the BOL option the GR4 gets.
Lizards are missing and there is report that. As there is a report for ePaveway IIs, massive PGM buffs and dont forget actual Brimstones and not the SAL Hellfires it has now.
Yes, The GR4 also gets TERMA which is better (ish) than the BOZ-EC and yes it gets BOL (though BOL are also missing from the GR1… so…) but that cant be blamed on Britain for actually investing in their ground attack aircraft with appropriate upgrades. Though mentioning BOL as a gotcha is hilarious given how nerfed the BOL actually are at the moment.

But TLDR, they were never at full strength, they were originally modeled to just be regular CMs and then 2 years ago they massively nerfed them when the Gripen C was performing a little too good, even though they were already underperforming compared to IRL performance. But the blanket nerf crippled a dozen other aircraft
