Introducing new game modes and factions is a pretty big task, those are among the hardest to make suggestions for. There are already several suggestions made on those topics that you can read if you’re interested and to get some inspiration. Making those kinds of suggestions take a lot of time and effort in order to pass the standard to be published for community feedback but don’t let that stop you if you really want to make them :)

You can find already created suggestions for missions/events/maps here: (Maps/Missions/Events - War Thunder — official forum). The suggestions for new nations are mixed in with vehicle suggestions in their respective categories (Air/Ground/Naval) :)
