If the J-22 can get a 1.7 BR difference for air RB to ground RB, why can't aircraft like the Tornado have it?

For russian vehicles, having a 1.7 BR difference between modes is fine.

However the Tornados, F111 and so on are at their GRB BRs (±.3). Why is the premium allowed to be flyable but busses with AIM-9s are not?

They are slower than F4 Phantoms with bombs on them, have subpar flight performance in low and high speed yet sit at absurdly high BRs for their ARB performance.
