2- if you flank around the battlefield especially in a plane thars fast like f15 then you come in from an off angle.
If you just drop altitude then fly *directly * at the map you are still flying straight jsut at a lower alt, and pantsir will have no issue shooting you down.

If the pantsir is half decent and u want to kill him u need to waste way to much ammunition and time and its not worth it

Secondly its not about hitting it with the first agm, however if you laukch 2 from static lock they usually target the mavs then you can avoid it nore easily.

The most folks crying about pantsir and using it as a scape goat unwilling to accept various ways to beat it are usually not very good at the game mate then blame the game rather than the mistakes they make.
