Check Soviet TT, it was an Event vehicle in the past.
It’s because you won the premium version for the USSR tech tree.
I did, it does not exist anywhere in there.
Actually I just restarted my game and it did show up finally in the soviet premium tree!

That is the Russian Version which is an Event Exclusive. But China has the exact same vehicle for free in its Tech Tree.
Just like the M8 LAC for example.
