Most of if not all limitations to pc players comes down to the console creators lisencing agreements and approved functions etc. Simply put if you run any kind of promotion through the consoles they want a cut and controlling power over the promotions.
Do consol players can’t use any decorations?
I’m not involved in any of that stuff but yes there is contractual complications with the console companies that result in these limitations to pc.
