I’m not sure what this thing is doing at 12.0. It has an auto cannon with only 26 rounds, limiting its effectiveness even with good gameplay. It isn’t that fast, and has no atgms to tackle heavily armoured targets. At its br range, it’s pretty underwhelming and makes me wanna stop grinding the US light tank line. Compare this thing with the 2S38, which is apparently deserving of 10.3. It has slightly worse pen than the HSTVL but has a much faster fire rate as well as a large auto loader capacity. It also gets a crew less turret. Sure the HSTVL can sometimes bounce a shell, but I think it’s pretty weak where it is right now and could be moved down to 11.7 or even 11.3

The HSTV-L has a much higher survivability, mobility, and gun depression than the 2s38 that allows it to stay hull down without much retaliation. Though, it lacks ammo capacity and its zoom and thermals are horrible. I think it could probably go 11.7 as well unless they give it a better round so that it could either stay at its own BR or be raised higher.
It really can’t be put any lower than 11.7 because it has a trolly UFP and although there is a crew member in the turret, he’s kind of useless. The HSTV-L can function fine with the 2 crew members in the hull so it acts like a crewless turret.
You’ve also forgotten about the first generation thermal imager.
The HSTVL is smol so it is basically invisible to the eyes, playing it often feels like you are the hunter, like the Predator that activated its cloaking device and downed 10 man without any trace (enemy like what the hell bro we already 10 man down still can’t see the shooter). The problem is that when US mains are playing it, it will not get any better even if you moved it down to 11.0 because the same US mains who say 2S38 that is undertiered had 0.4KD in it while playing it at 10.3, like already 0.4 what happen if you moved it further up? it will dropped to 0.2 or 0.1? I’ve seen plenty of US main constantly gaslighting themselves without their own ass even knowing it, most are also chat-banned too I’m wondering why bro

HSTVL is correctly BR’d.
Fastest tracked vehicle in the game firing the 2nd best autocannon round with a meta reload.
26 rounds for an easy-ish 13:1 KDR potential. I still haven’t used more than 13 rounds in a match, and the 13 rounds was a 5 or 6 frag match, with one being a helicopter.
The 2S38 is hilariously inferior to the HSTVL. USA made a better product by far, which is why it was cancelled due to cost.
2S38 has significantly less pen, is larger, and way slower.
