HQ11:Is it a true display of strength or is it being excessively buffed to favor Chinese players?

Almost all current Sam systems are nearly unable to lower the helicopter when it has already landed and cannot lock onto targets behind many trees, however this not work for HQ11

So, has anyone explained to me whether this is a hidden buff for HQ11?
