How to set helicopter mouse wheel zoom axis modifier to >100%

Is anyone aware of how to increase the zoom modifier to a number greater than 100% ?
I want to scroll through different zoom levels for target acquisition, but it takes around 14 full scrolls to come scroll through from a wide to narrow FOV.

No, I am wanting to be able to scroll through the zoom range at a faster rate than is allowed by the mousewheel multiplier being set to 100%

I am not asking to bypass zoom, or how to zoom to 100% its more being able to scroll the a desired FOV faster than having to spin the scroll wheel upwards of 10 times to achieve the desired magnification.
