This one is a war thunder content creator called SteamySnuggler . You get the decal if you buy something on the war thunder store using their affiliate link.

On the Gaijin website you can activate 1 link per hour. If you activate the second one before the first one expires, it will not work.

True, these 150+ include decor and snails. But even so, it feels like his list is still longer. At least that’s what it seems to me.
