How naval works actually?

I don’t playing the naval mode in WT so can someone explain to me how the BR works in naval? Why the WW1 era ship like SMS Baden, Bayern and IJN Hyuga is at the same BR with something like IJN Fuso, USS Mississippi or even the Novorossiysk? I know theorically speaking they all builded at same era but the latter had receive the modernize reconstruction to keep them battle-worthy at 30s or even 40s, just look at the superstructure at IJN Fuso and the Hatsune Miku-like rangefinger at IJN Yamashiro, doesn’t those thing make this post-modernize battleship more superior than those WW1 era batteship?

BR in any gamemode is not based upon age, but performance

Roughly

1-3 Coastal boats
3-4 frigates
4-5 destroyers
5-6 cruisers (light and heavy)
6-6.3 dreadnoughts
6.3-7.0 battleships/battlecruisers

Usually the important attributes for balancing are the effectiveness of the guns and the armour. Other attributes rarely play a part in BR balancing like mobility or AAA.

But compression is extreme and you have ships that should not be the same BR, be the same BR , this can be seen most clearly with most light and heavy cruisers sbaring the same BR.

But looking at your examples, ships like IJN Hyuga are highly effective ships. To add to your list, HMS Barham might be one of the strongest ships in the British TT, and tenatively outperform the WW2 refits of HMS Hood and HMS Rodney. Though the lack of AAA is felt

I understand how BR works, but the thing I don’t understand is isn’t those radar and modernize fire control system increase their performance? Or is just Gaijin didn’t make those mechanic in the game?

Upgraded versions of early ships are often 1 or 2 steps higher in BR than the earlier version.

Modern fire control used to be modelled with a shorter time to acquire a “target lock” from teh ranging system,. for want of a better word - but that all got equalised when targeting time was buffed to near instant for everything.

Radar gun aiming isn’t modelled AFAIK.

Oh, that explained why. So current naval battle didn’t have “Battleships” and is just bunch of “Dreadnoughts” only…

I think that Gaijin have backed themselves into a corner with the layout of the ship tree.
With the air and ground trees, it’s loosely arranged in chronological order.
With naval it’s based more on ship class. If naval develops any further, you are going to be looking at guided missile cruisers and destroyers that theoretically wreck CA,BC and BB class ships and you would expect them to sit at a higher BR
Granted, ship size was the dominating factor from WW1 through WW2 but there doesn’t seem to be any foresight (or maybe no plans) on developing the tree any further and bringing in more modern ships.
The trees do need some serious work in decompressing though
