How do I make vehicle buff recommendations?

If I wanted to make suggestions on improvements to an existing vehicle, what is the appropriate way to do this? I see a section for new vehicles but not for improvements. TYIA

Create a bug report on Community Bug Reporting System and find some sources that prove that the vehicle is missing features or has worse performance in the game. Manuals, books, official documents are good sources but NOT Wikipedia or “I made it the fuck up”

Go to the Suggestions Section find a good topic type and make your suggestions there. I don’t think it is limited to just “new vehicles”.
