When it comes to the type 93 and helicopters, isn’t that straight up the most effective IR launcher against helicopters? This has been mentioned numerous times in previous threads as being able to lock before stingers do

yes and no, if they have HIRSS and are smart enough to stay low enough that you cannot use the photo contrast mode you are helpless, if they are not that smart they are a free kill.
can we agree though, that regardless of whether we think that currently helis or SPAAs have the advantage, that decompression would be beneficial for both CAS and SPAAs?
Yes absolutely. But decompression would also hurt tech trees like Israel and Uk who already have huge gaps in the SPAA lines

But I don’t think decompression would make the gaps too much worse in actual practice, the difference in BR number might be more, but you would still be shooting at the same things that you are now.
Same reason SPAA can see helicopters as soon as they leave the helipad. Bad balancing, bad game design, and the game director’s refusal to make a tank only mode. As long as players keep investing and playing that game mode, it won’t change. Helicopter players only play in ground RB because the other modes for helis aren’t fun to play.
