Heli PvE needs a midle bracket and is there anything to stop people who alreadt have FnF missiles from taking all the targets

Currently, in a lobby with 2 Helis who already have FnF missiles taking all the kills before anyone else can get any. I feel like this is intentional by Gaiijin to force people to GE parts as there is very little you can do to stock grind anymore.
