HEAT rounds have practically always had ridiculously low damage output at best, and they also have an RNG system where the game decides your shot has zero penetration, leaving you completely defenseless against the enemy you shot.
There are several bullet types in the game that are a complete disaster, such as HEAT, APCR, and HESH. These three bullet types have a random damage and penetration system programmed into them that usually puts you at a huge disadvantage against any enemy.

Rounds don’t spall, armor does.
And armor is going to be consistent with excess pen, armor thickness, and armor type.
You clearly haven’t used HEAT-FS recently, I failed to penetrate a leopard 1 4 times on a perfect side shot yesterday.
Multiple times since the past 2 weeks or so shots on ammo racks just fails to penetrate or just yellows the ammunition when they do.
It looks like the cummulative jet doesn’t form correctly, rounds overpressure by tnt values but don’t penetrate armor anymore, and the contrary is seen to, sometimes bad shots just nuke the tank you shot without any reason.
But the round fired (in tandem with the armor type of the last plate) determines pattern, amount and size of the spall. If you fire different rounds at the same vehicle you’re going to get different spall effects.
