Have you considered using armor-piercing shells under the weight of 11.3?

I am very curious to know what is the use of an initial armor-piercing shell for entering top-level rooms for the American AIM and HC on 11.3.
Under the weight of 11.3, this idiotic armor-piercing shell not only serves no purpose other than feeding the opponents kills, why would you choose to fight top-tier vehicles with only armor-piercing shells? Was this your brilliant idea? Just to force players to recharge?
