As I type this it’s about 10:30 GMT October 1. Pacific Ace is viewable And Scheldt task says it started at 7:00. But none of the relevant vehicles have the “task available” icon next to them.
For me at least, the times shown in these sort of tasks (i.e. in Achievements, under your profile stuff) are local-to-you times.
At the time of this post, it shows that it starts in about 20 minutes time.

OK that makes sense. I assumed they went by GMT.
