Debatable, Spikes do little to no damage to heavy tanks, can be shot down by Pantsir, while Vikhr’s speed and range are super good and let’s not forget how the Kamovs tend to eat alot of shells and missiles.
Rafale is still fighting against Pantsir and AASMs are slow which are easy target for Pantsir to interccept.

At least Attackers wouldn’t cost pennies to spawn, further incentivizing people to hijack a mode.
With this both sides would be included and most wouldn’t even have an impact on a Ground battlefield.
Gaijin isn’t keen to place limiters on anything or make gameplay better in any ways, so I doubt something like that would be happening.

My point about the Pantsir being good was how it can still effectively chase down hard maneuvering aircraft like the F-16s and F-15s. I do it all the time but I also see your point about how ordnance like the gbu-39 can practically blind a pantsir from the real threat of mavericks or LGBs. but if it takes as much to take out a pantsir while only needing 1 kh-38 or maverick (heck even a hellfire) for the adats then isn’t there a good amount of disparity and thus superior to it?
I’d say that when talking about CAS they should be assumed to only ever target MBTs, and any munitions outside that task would be used to distract SPAA.

I also think that ADATS should be 11.0 - 11.3, and top CAS moved up to 13.0 with Pantsir moving up to 12.3.
New SPAA superior to Pantsir being introduced at BR 13.0 as they come out as well.
The issue is the platform isn’t poor enough to deserve Kh38s. It’s hard to say what it should get as a replacement since it’s russia’s only ir agm. A thermal variant of the Kh29TD( I don’t think that exists) would be well. The Kh38 shouldn’t ever been added. The Kh59 would’ve been a much better option as it’s subsonic thus easily intercept-able.
It can always use its guns.

Guns run out as well and you won’t be able to destroy all 16 unless you start shooting right away, which burns through even more ammo.
One Israeli Spike carrier can keep multiple Pantsirs busy and make them easy picking for other CAS, that is if 95% of teams weren’t playing Click Bait lol.

You gotta explain to me how they are equals.
Lets say the Aim-9x was implemented and only US jets had access to them. By your logic all you can’t remove one IR missile without removing all of them because they are seen as “equals”.
Having the same guidance type (ignoring the fact that the kh38 also has IOG) doesn’t mean they are equal.
