Yes, pretty much, we can guess at the rough times based of when they release the update trailed, the dev servers closing etc. but we only know the exact date the day it drops and they announce the servers going down for the update.

DEV Live Stream

DEV server opens to the public
↓
DEV server closes
↓
Update released
It goes something like this.
The problem is that the period between the release of the teaser and the closure of the DEV server is long. Sometimes, the DEV server reopens after it has been closed.

Yep, very subject to what bugs they find and how long they take to fix and re-test, it might all go smoothly and they release quickly or they may run into major bugs and have to do several rounds of testing.
