German Su-22M4 at 10.3 (GRB)?

Why is the German Su-22M4 at 10.3 in GRB whereas the USSR Su-17M4 is 11.0 (especially considering they are pretty much the same vehicle).

Why is the Su-22M3 / Su-22UM3K at the same BR as well, if the Su-22M4 is just much better.
Lets not mention the fact that the Italian and and USSR Su-22s are also worse than the Su-22UM3K.

It is fixed now.
The German and Russian Su-22M4s are at 11.0 for GRB.
