Fuel tanks yes. But the AIM-9L are probably a balance thing. It gets no flares and with 9L on a speedy supersonic jet would increase its BR which would just be instant death for it.
They could make a optional F-1 (Late) 10.7 which is foldered under the F-1 10.0, giving it the x2 9L’s along with the AN/ALE-41K Chaff Pods it carried
This way the F-1 10.0 is by default playable but the 10.7 with x2 9L’s and chaff pods can be entirely optional or played if player’s want a challenge

It is anyway missing at manual and could be just attached
F-1 doesnt have controls at cockpit
The issue is that chaff doesn’t address to the main drawback with the F-1 i.e the F-1 is hard countered by IR Missiles and it cannot outmaneuver Missiles like the Draken can

also Zuni’s seem to act very nicely against IR missiles
The chaff would at least allow the F-1 to climb freely, which can help a lot in avoiding IR missiles. Though considering one chaff pod takes away a potential missile it’s probably be enough to take one chaff pod and three missiles.
F-1 has a pretty large kit which can help for deflecting,
E.g. Zunis to counter IR’s, and Chaff pod’s to deflect Radar missiles

afaik it wasnt even trialed by the XM246 but a test bed specifically made by oerlikon according to some documents, i even discussed with some members to see if they could find info about it and it only mentioned a test bed before the XM246 was even considered since dates dont line up, specially since first model of the XM246 was build in 1982, while the ammo was tested from 1978 to 1981 wich according to US mentions was tested in a testbed turret that was just a simple turret system
