How do you propose they optimize? Every install has to have all the vehicles, all the maps, all the UI and all the default maps.
I’m not sure how it works for PSN but for PC installs you can choose texture quality which will change the total size of the game by quite a bit.
In video games most of the build size is coming from high resolution textures. So I guess if Gaijin wanted to reduce the game size, they could separate Vehicle textures by ranks players usually play at. For example we would have one textures bundles for Tanks from rank 1 to 3, one for rank 4 to 6 and another for rank 7 and above. Players would only need download the things needed for the rank they play at.
If they don’t have the textures, a generic Green/White/Yellow (depending on map Foresty, Winter or Desert etc) texture can be used as placeholder for all tanks with missing textures.
Now apply this method to all other vehicle trees (aircraft, helis, ships), you could easily reduce the game size by at least half.
The only issue i can see with that method is that the game might outgrow the harddrive size as players progress down the trees making it impossible for them to continue using newer vehicles without upgrading their storage. In those cases it’s better for the player if all textures are lower by default so that they know it will fit on their drive.
Splitting it by mode is probably a better option so that players can choose if they want HQ textures for only ground vehicles and keeping LQ textures for ships and planes for example. Which Steam does give the option to do.

In any way the situation would be miles better than right now because they wouldn’t had downloaded the other vehicle trees, so their base build size would be lower anyway. Instead of 100GB it is right now, maybe it would be as low as 30-40GB.
Also according Steam Hardware Surveys, most gamers have at least 100GB free space in their drive. Only around 16% and lower have less than 100GB empty space.

Well my suggestion already accommodates for that, by not downloading any of ship vehicle tree textures, it would be exactly the same result.
AFAIK these steam DLCs are 4K high quality textures, even higher quality than full client of Warthunder. I don’t have these enabled yet my game is still taking up 100GB, meanwhile the Dev build without full client is only 46GB
