Yes you’re right they should put the top br at 15.0 or 16.0

I agree.
Difference between Fox-1 and Fox-3 is too much, only FOX-1 missile that can challenge to Fox-3 carriers is R27ER but even then you have to keep constant radar lock on enemy which gives pretty huge disadvantage.
Needless to say top tier should be at least 15.0.
