Actually, the ROC constitution that was passed in Nanking/Nanjing on December 25, 1946, the amendment of which refers to Mainland as “Mainland” and to Taiwan, Penghu and some minor islands it holds in Fujian as so-called “Free Zone.” Therefore both PRC and ROC constitution agree that Taiwan is a part of China at large, what matters is which government shall rule the entirety eventually.
