if it can mount them its good enough justifications for standards set by this game. And idk if people would like a 10.0 F-5C more than the current one. but ignoring that, it having flares on it makes for a good plane to play for top tier newbies
Honestly, the ramifications of a 10.0 flareless F-5C might just be enough to get Gaijin to actually decompress BRs.

Manuels shows any F-5 model is compatible with those countermeasure systems which means it can equip perfectly fine.
Same method used on İtalian F-104’s even tho they didnt recieved irl but because they were compatible.
On the other hand Show me single source that states T2 and F-1 did recieved that kind of modification or they are compatible.

Does manuel states that F-5C is compatible with countermeasure systems? Yes.
Does any manuel states T-2 and F-1 is compatible or recieved any sort of flare systems? No and that is the biggest difference.
This method applied on many vehicles:
İtalian F104’s recieved countermeasure systems because manuel states they are compatible, German F-4F’s recieved Aim-9J’s because of same reason and this list goes and on and on.
But for some reason you’re crying about one single American vehicle even tho other nations also recieved the same treatment.

Edit: And because said manuals would also state it could mount the Sparrow 9Ls and 9Ms, if we’re going to be sticklers about manual this and manual that. I’d happily take a BR bump to 10.7 just for those, just to give F-5Cs the clapping they deserve :)
Honestly, I support this for most aircraft with the same problem. If not just moving them up and giving better armament, Giving the a split current (Early) version and a (Late) version with better armament seems like the move…
