It’s because of the F-4S, which can carry up to 6x Aim-7F missiles and Doppler radar. Multipathing becomes a constant trope that one will have to rely on for a sizable amount of the time being in the game.
Planes with delta wings (or those that are heavy) are really bad at energy retention, and thus, alttitude becomes important, you can see where I am going with this. If they can’t dogfight…they just blow the bases up.
Only a few planes like the F-5 series have good enough airframe that can brawl in the low alttitude, ready to hop into the 60m zone at any moment.
Then there is also the fact that some planes in the 11.0-12.0 BR range just have really bad RWR. These guys.
Finally, it is considerably tougher for 11.0s to deal with the F-4S, than is it for F-4S to deal with the 13.0s (as long it doesn’t stupidly get into a dogfight)
The same can also be said for the MiG-23ML that causes so many people to base bomb. But that is an topic for another day.

And yes, it is truly “easy” to fight against F16’s, mig 29’s, Su33’s, mirages, etc etc… on F4S, while having 2 rear aspect IR missiles and 5 randomroll 7F’s
I could claim that 11 vs 12 is easyer compared to 12 vs 13br
thats still better than the spo 15/10, id rather get all the angles + range (altho spo 15 provides that) than launch warning. plus it ids via radar band so you know if a mig w/j band is locking you or any other plane
