first thing first, premium su30 shouldnt be 13.3 anyway.
second, F-2A ADTWs kit would be completly fine at 13.0 if it wasnt for compression.
as things are, obviously sparrows are at disadvantage.

its one of the best 13.0s, because it has other things going for its kit - FM, IR missiles and radar are all above the 13.0 standard.
