Not all about rate fighting ability, but energy retention, and in the case of the F-16XL, the ability to just turn so fast in any direction while retaining a decent amount of energy.
The gripen for example, has very subpar climb rate but it is still is an amazing platform for different reasons. Just suffers from a bad loadout
the f16 xl has a good turn rate, but it literally sucks at slow speed fights, because it still is an f16 and doesn’t like being slow. go ahead and test fly the f16xl and stall yourself with nose up. it quite literally wont bring the nose down lmao, you have to turn off the afterburner for it to drop its nose and recover.

no, i am saying when the aircraft stalls (100-150kmh ias) with its nose up, elevator input doesn’t bring its nose down if the afterburners are engaged. you have to turn it off for it to point its nose down again, showcasing its terrible low speed manueverability (though any aircraft would be bad at 150kmh ofc, im just saying it doesnt like fighting slow).
that is not a good thing, it means the elevators arent strong enough to bring the nose down on its own, relying on cutting the thrust just to recover.

Why would it? The elevator has no airflow at that speed. You are comparing with the F-18 and Su-27 variants which seem to have overperforming elevators and rudders that can move the aircraft nose at under 100kph in stall conditions
other delta wing aircraft do not do this btw

A stall maneuver is a dumb move most of the time anyway. Regardless, the F-16XL has some of the best slow speed to near stall speed handling you can find. It’s just missing the AoA button to make it easy with mouse aim
