F-4S needs to go up to 12.3 and the F-16AJ needs to be 12.3.

What? F-4S at the same rating at the F/A-18A? The F-4S is an absolute brick and the radar isn’t particularly good, although the HMD is useful. Without decompression, it’s gonna stay the same.
