I mean at least the ADATS is finally being classified as SPAA instead of TD making the SP significantly cheaper. A BR increase for the Pantsir to 12.0 may not fix the issue however as most people will probably be sucked up to 12.0 anyways as 11.3 is the new premium spam arena.
The best way to fix it would probably be a BR increase for both the Tor-M1 and Pantsir whilst introducing new SPAA platforms for Western nations and other ones struggling in general (especially Israel).
The BR increase for the Pantsir to 12.0 however will always be a welcome change

Why are you so hyper fixated on the US? The main discussion is SPAA and how SPAA can stop CAS being a problem in-game, the F-16C isn’t bad at CAS it’s pretty capable but the SU-25SM3 outperforms it in my opinion.
The issue is vehicles like the Roland system, ADATS and Type 81(C) (and more) which are meant to compete against the Pantsir and Tor-M1 in performance.
Balancing by KDR is the worst decision Gaijin has ever made, the addition of the Obj. 292 and it remaining at 10.0 (until now) shows the issue with evaluating vehicles by KDR. A vehicle in theory could be amazing but if the average player whom plays the vehicle is stupid then the vehicle would remain at a artificially low BR.
the opposite is also true ask the sagittario 2 basically played to hell by youtubers showing how op it was and now its just way to high in br (and before cost but i guess the current economy fixed it)

In reality, Pantsir-S1 belongs to a different organization from the Western aa in the game, which belongs to a higher level of air defense, and the western substitute is basically a combination of radar and missile vehicles. In reality, Pantsir-S1 needs to lower the support frame to turn on the fire control system and start working, rather than driving while using it.

I’m sorry but it’s a fact that the Tor-M1 is at LEAST the 2nd best SPAA in-game, it has 2 channels for datalink meaning it can fire and guide 2 missiles at once, it can switch between targets in TWS and the radar range and mobility of the vehicle overall is nice.
It also has the most manoeuvrable missile in-game for a SPAA vehicle, no other SPAA can match its missiles in pure G overload.

It’s also fine against helicopters, I haven’t come across a single issue with helicopter engagements and don’t forget the fact it can destroy fire and forget missiles like the Pantsir which is a huge plus.
The ItO is good but it’s nothing near the performance of the Pantsir and Tor-M1
They also nerfed its proxy shell.
It used to behave like a tiny nuke going off next to a plane now you need 3+ to kill a single plane and more for a heli.
This thing is simply trash for a top tier aa.
Its only kinda good for helis because of the irst and the proxy shells but if a cas pilot taps any key to turn, your shell simply never connects.
It has a very slow missile for intercepting helicopters due the vertical launch. A 5km range it will fly about 2 seconds longer than the mim146, which is already pretty slow for intercepting helicopters. With this amount of missile flight time the helicopter always has enough time to hide back behind the terrain. I even die from ottomatic more often than from tor-m1 on a helicopter.
